Fully PL Surfaces Under Original Pastel Toning! A totally original pastel toner with glassy, Proof-like surfaces, struck from freshly polished dies. NGC did not give the full PL, probably because of the toning. Instead, they assigned the STAR. A rare date with PL qualities.
